I have managed to get a few downloaded through relaunching Mod Manager, but the 'new' files end up in exactly the same place as the old ones (Steam/steamapps/common/total war shogun 2/data). However, the smaller mods that download right away on Steam can't be fixed like that as they don't create 'download' folders like the large files. I managed to get the game to recognize all of the large files that don't load all the way on Steam (like the Radious unit packs) by replacing the empty 'download' files in the Steam/userdata/79253404/ugc/download folder with the correct 'pack' file and then cutting them into the reference file. This shouldn't have happened as all of the files were already in the steamapps/common/total war shogun 2/data folder right where they should be. Last week for whatever reason Steam Workshop's Mod Manager for TWS2 decided it didn't recognize any of my installed mods (the entire list was grayed out) and wanted to redownload all of them-however, I kept getting the "Failed To Download!" message.
